1 - Hurricane Response Auxiliary Humanitarian Service Awards (AHSA): ALCOAST 605/05 provided guidance on HSM / AHSA issuance, as did an e-mail I sent on 02 Feb 06 regarding AHSAs - the focal point for AHSA submissions was through CDR Todd Campbell's shop in D8-CR - but he is not expected to make AUXDATA AHSA entries for Auxiliarists outside his region, nor is G-PCX nor CG-122 - in the nutshell, each DIRAUX office is responsible for ensuring those entries are made for Auxiliarists from their respective regions 2 - Presidential Unit Citation: This ALCOAST was released today, 09 Jun 06 - it's the latest and greatest we know of in the matter (ie - can't tell you anything yet about ribbon procurement/distribution) - although the PUC may not yet be authorized for entry into Direct Access, we'll be working with OSC Martinsburg to create an appropriate AUXDATA award field and to fill those entries for all appropriate Auxiliarists next week - this will be posted to the PCX web site and be issued as an ALAUX shortly - more will follow... WHILE ALL PRESIDENTIAL UNIT CITATIONS ARE AUTHORIZED BY THE PRESIDENT UNDER EXECUTIVE ORDER 10694, EACH MILITARY SERVICE HAS A DISTINCT RIBBON TO DESIGNATE THEIR RECEIPT OF THE AWARD. ALTHOUGH A COAST GUARD PUC DOES NOT CURRENTLY EXIST, THE COAST GUARD IS WORKING WITH THE DEPARTMENT OF HOMELAND SECURITY IN DEVELOPING THE DESIGN FOR THIS NEW COAST GUARD-SPECIFIC RIBBON TO BE USED FOR THIS AND ANY FUTURE COAST GUARD PUC. FOR HURRICANE KATRINA, THIS RIBBON WILL BE WORN WITH A SPECIALLY DESIGNED HURRICANE DEVICE ATTACHED. ONCE THE DESIGN AND PRODUCTION IS APPROVED, A ONE-TIME ISSUANCE OF THE RIBBONS AND DEVICES WILL BE DISTRIBUTED TO THE FIELD FOR ALL RECIPIENTS OF THE AWARD. DETAILS TO FOLLOW VIA SEPCOR. WE ANTICIPATE HAVING OUR FIRST SHIPMENT OF THE NEW RIBBON WITHIN SIX MONTHS. 3. COAST GUARD PERSONNEL ARE REMINDED THAT THEY ARE NOT AUTHORIZED TO WEAR THE NAVY PUC (HORIZONTAL STRIPES IN BLUE, YELLOW, AND RED) TO SIGNIFY RECEIPT OF THE PUC FOR HURRICANE KATRINA OPERATIONS. 4. ELIGIBILITY REQUIREMENTS: ALL CG ACTIVE DUTY, RESERVE, AUXILIARY, AND CIVILIAN PERSONNEL WHO WERE AFFILIATED WITH THE COAST GUARD AT ANY TIME DURING THE PERIOD (29 AUGUST 2005 - 13 SEPTEMBER 2005) ARE ELIGIBLE FOR THE AWARD. 5. "Auxiliary functions may include spiritual elements that provide motivational and inspirational foundations that support the Auxiliary cornerstone of fellowship. Incorporating spiritual elements into Auxiliary functions is encouraged. In planning Auxiliary functions, senior leadership shall determine whether a spiritual element is appropriate. Spiritual elements include prayers, invocations, reflections, meditations, benedictions, or other religious or faith-based features traditionally or customarily incorporated into public functions. In considering the appropriateness for including a spiritual element, senior leadership should assess the setting and context of the function and the diversity of faith that may be represented among the participants. If a spiritual element is deemed appropriate, an individual shall be designated in advance to administer the spiritual element. The individual to administer the spiritual element shall be advised that the spiritual element must be pluralistic in nature, and the language shall be inclusive. Every effort must be made to ensure the spiritual element is simple, clear, and non-offensive. It is proper courtesy to remain reverent and
respectful during spiritual elements of any function. 4 - Non-US Citizens as Auxiliarists: A recent case highlighted the requirement for US citizenship as one of the Auxiliary membership criteria - basically, a member had enrolled about a year ago - as part of the verification of their US citizenship during the processing of their OS PSI, a birth certificate was produced by the state in which the member lived - although the birth certificate indicated that the member's parents were US citizens, it also indicated that the member was foreign-born (the member had been born in a foreign country, and had been subsequently adopted by US parents) - a favorable OS PSI determination was made for the member principally based upon the state birth certificate and its indication that he had US parents - but to make a long story short, the notation that the member was foreign born (which the member acknowledged and later elaborated on by advising that he had never undergone the naturalization process) ultimately trumped the initial favorable determination - the member had to be processed for disenrollment because the bottom line was that he was not a US citizen - ironically, we have already initiated the legislative change proposal process to pursue parity between active duty and Auxiliary citizenship enrollment criteria, but I can't even offer any sense as to how or when it may play out - this is all just provided for your awareness 5 - PSI Forms Update: a. An updated version of the Prior / Current Clearance Information Cover Sheet has been posted on the PCX web site - version 01-06 of June 2006 changed the block for "Div/Flot: ____" to "Place of Birth:_____" b. There is a new "Security Forms" link at the top of the listings on the PCX webs site's "Security Issues" section - the link takes you to the Aux web site's PSI forms section where you can find Aux-friendly versions of: (1) the SF-86; (5) the SECCEN Verification of
Citizenship form (for DO package use); and c. We're basically moving to a set-up where most, if not all, forms will be based on the Aux web site…and linked to them from the PCX web site - so as form changes occur, they will be broadcast more thru the Forms News network (also as posted on the Forms portion of the Aux web site) rather than thru announcements from this office.
