Marine Safety
Trident ProgramThe Trident Program has been established to provide baseline training for Auxiliary members involved in Marine Safety and Environmental Protection activities. Completion of this program will entitle Auxiliarists to wear the new Auxiliary Marine Safety Insignia. There are three components to this program. Educational requirements, time-in-service requirements, and skill area summaries. Trident Educational RequirementsBasic CourseThe basic educational program for Auxiliarists participating in MS/MEP activities will be a new Auxiliary course entitled "Initial Indoctrination -- Marine Safety and Environmental Protection" (II-MS/MEP). This course will be available in summer 2002 and will be replacing AUXMIN as a required course for the AUXOP award. Outline of this course (PowerPoint format, 161KB). The primary learning objective of this course is to familiarize Auxiliarists with Coast Guard and Coast Guard Auxiliary activities in the area of Marine Safety and Environmental Protection. The excerpts from the Marine Safety Manual Volume 1 provides an overview of the Coast Guard’s Marine Safety program. Advanced CourseThe advanced educational program consists of four courses: Incident Command System Orientation course (ICS Level 100) , Initial Indoctrination - Marine Inspector , Initial Indoctrination - Port Operations , and the Good Mate course. The first 3 courses are currently available from the Coast Guard Institute. The Good Mate program was developed in conjunction with the Ocean Conservancy and is currently in press. Incident Command SystemThe Incident Command System Orientation course (ICS Level 100) is designed to help the student understand the principles of the Incident Command System and how to use it. It acquaints the student with basic ICS structure, terminology and usage in emergency response situations. Initial Indoctrination - Marine InspectorThe Initial Indoctrination -- Marine Inspector course provides introductory knowledge for those entering the marine safety field who are assigned to marine inspection duties. Topics include merchant vessel certificates, documents and boardings. The Marine Safety Information System (MSIS) will also be discussed. Initial Indoctrination - Port OperationsThe Initial Indoctrination -- Port Operations course provides introductory knowledge for those entering the marine safety field who are assigned port safety, security, and/or response duties. Topics include: environmental response and investigation, merchant vessel boardings, waterfront inspections, and the Marine Safety Information System (MSIS). Good Mate ManualThe Good Mate Manual from the Ocean Conservancy (formerly the Center for Marine Conservation ) provides information on the various ecosystems that make up the marine environment. It describes sources of marine pollution and statutes for environmental quality. There is a strong emphasis on the environmental impacts of recreational boating. (This program is in-press at this time.) Trident Time-In-Service Requirements:Auxiliarists must complete at least 384 hours in direct or administrative support of the Marine Safety program over a period of at least 4 years. For a single year to count toward attainment of the device, at least 96 hours must be recorded in AUXMIS/AUXDATA for that year. Hours recorded beginning 1 January 1997 will serve to qualify. Years need not be consecutive to be credited. Trident Skill Area Summaries:Certification in at least four MS/MEP Personal Qualification Summary (PQS) guides is the final requirement for the Marine Safety Insignia. Completion of Coast Guard PQS's for Active Duty and Reserve members as listed in COMDTNOTE 16000 will satisfy this requirement. Additionally, several Auxiliary specific PQS's are under development and will be made available by the end of the year. (This is not offered as official guidance on what will be in the PQS's once they are released.) Commercial Fishing Vessel ExaminerIn support of Coast Guard efforts to improve commercial fishing vessel (CFV) safety, the Auxiliary is training and assigning dockside examiners. These members conduct CFV exams dockside and inspect both the boat and the safety equipment carried on board. Just like the Auxiliary’s CME program for recreational boats, participation is voluntary and there is no penalty if a boat fails the exam. This program provides members who may not have the time or interest to train for the specialized work of vessel inspectors the opportunity to act as dockside public affairs officers. Dockwalkers provide critical information materials to fishing vessel crews. They are frequently the first point of contact with the fishermen and are able to encourage the voluntary dockside exam.
