NEW UPDATE APRIL 2006 - PERSONNEL SECURITY INVESTIGATION
Please take note that ALCOAST 231/06 (see below) modifies the Personnel Security
Investigation requirements for all Coast Guard Auxiliarists. This policy
modification involves a determination from the operational commander to make the
determination for Auxiliarists in their AOR who will require a Direct
Operational (DO) certification as per para 4.A.3 and 4.A.4.
Definitions of OS & DO:
Direct Operational (DO): This status provides members the eligibility to receive
a SECRET clearance when requested and justified by the Operational Commander.
Auxiliary members will undergo a NACLAC with the Direct Operational package following
this link:

Operational Support (OS): This is the basic status now required of all Auxiliary
members who are not designated as DO status. The Operational Support package
consists of the following forms:
a. Fingerprint Cards (FD-258)
b. OFI Form 86C (Special Agreement Check)
c. Standard Form 85 - Authorization For Release of Information
f. Citizenship verification form
Prior to this ALCOAST being released all Auxiliarists who were going to serve in
the following specialty areas were required to obtain a Favorable Direct
Operational (DO) status from the CG Security Center (SECCEN):
Surface operations (i.e. Boat Crew program)
Air operations Air Crew program
Operations planning
Interpreters
CMDCEN/OPCEN/COMMS watch standing
Fixed/mobile radio facility operators
Port security
Marine Safety & Security
Some Staff officers
CGAUX Health Care Volunteers (G-WK program supported by (COMDTINST 6010.2 dtd 21
Jan 03)
Those from the above list, only Air Auxiliary members (shown in Red) and
Auxiliary Elected officers (as defined by App D of the Auxiliary Manual) are
still required to obtain DO Status. The remainder of the specialties listed
revert automatically back to OS status unless you the operational commander (or
in the case of staff officers the DIRAUX or CHDIRAUX can set the requirement)
deem the need for any Auxiliarist to obtain DO status.
So for your information and action... when I get questions from Auxiliary
members about them needing a DO status (this has already started), my staff and
I will be referring them to to seek guidance from their operational commander
for that determination unless it involves one of the two mandatory areas or a
position DIRAUX has determined needs DO. My goal in this process is to be sync
with you as much as possible, so I would appreciate feedback on what
specialties/positions in your AOR warrant an Auxiliarist needing a DO status?. I
realize that sometimes this determination must be made on a case-by-case basis,
but I am generally wanting to know what Auxiliary specialties/positions would
want to require have a DO?
One of the primary areas you might want to consider first wrt this matter since
boating season has kicked in most places is the status of your boat crew
members? They are no longer automatically required to be DO and in this matter
we really have two different communities in D8 CR to consider - Coastal
Flotillas and Inland Flotillas. Will all be required to have DO in your AOR? My
recommendation to you would be that those who work in and around coastal waters
be evaluated for DO, while those who strictly work on inland rivers and lakes of
your AOR remain OS. Another area would be radio watch standers at stations.
Wrt para 4.A.(3) of ALCOAST 231/06, D8 CR Director of Auxiliary (DIRAUX) has
determined that the following Auxiliary staff officers require a DO status:
DSO (District staff officer): Aviation (AV), Aviation Safety (AS),
Communications (CM), Communications Systems (CS), Marine Safety (MS), and
Operations (OP).
ADSO (Assistant District staff officer) : Aviation Maintenance (AVM), Aviation
Training (AVT), Aviation Liaison (AAC), and Marine Safety (MS).
I have imposed a 15 May deadline for current Auxiliarists serving in the legacy
DO specialties/positions to have their DO packages into the DIRAUX office,
otherwise they will be de-certified in that specialty. I am asking for your help
in providing Auxiliarists prompt feedback on your DO requirements as it relates
to their work within your AOR so if they do in fact need a DO status, they can
make sure they submit it to our office prior to 15 May 2006 (this deadline was
published to the Auxiliary on 6 March 2006 via email).
I appreciate your attention in this matter and would ask that you start the
process of determining what Auxiliary specialties/positions in your AOR will
require DO status and communicate it to the Auxiliary members who work in your
AOR immediately, this will give them time to submit their DO package.
I look forward to hearing back from all of you on this matter. If I have
inadvertently left somebody off this list could I ask that you forward this to
them for me.

1. REF A ESTABLISHED THE REQUIREMENT FOR BACKGROUND CHECKS OF ALL

AUXILIARY PSI PROCESSES FOR NEW AUXILIARISTS AND ELECTED/APPOINTED
STAFF OFFICERS. REF C CLARIFIED AUXILIARY INVOLVEMENT IN PORTS,
WATERWAYS AND COASTAL SECURITY (PWCS) MISSIONS. REF D INCLUDED A
NEW SECTION THAT ADDRESSES THE AUXILIARY PSI PROGRAM.
2. A FAVORABLE DETERMINATION AT THE OS PSI LEVEL SATISFIES COAST
GUARD REQUIREMENTS FOR SUITABILITY TO SERVE AS A COAST GUARD
AUXILIARIST. A FAVORABLE DETERMINATION AT THE DO PSI LEVEL SUPPORTS
ELIGIBILITY FOR A SECURITY CLEARANCE AS DEEMED NECESSARY BY
APPROPRIATE COAST GUARD COMMAND AUTHORITY.
3. GIVEN THE CLARIFICATION OF AUXILIARY ROLES IN HOMELAND SECURITY
AS DEFINED BY REF C, AND OVERALL ASSESSMENT OF PSI PROGRAM
IMPLEMENTATION NOW IN ITS THIRD FULL YEAR, THE REQUIREMENTS FOR
FAVORABLE OS AND DO PSI DETERMINATIONS WARRANT ADJUSTMENT.
4. THE FOLLOWING AUXILIARY PSI POLICY CHANGES ARE EFFECTIVE
IMMEDIATELY:
A. PARAGRAPH 3C4A OF REF D: DO IS DEFINED AS AUXILIARISTS WHOSE
QUALIFICATIONS OR ORGANIZATIONAL POSITIONS INVOLVE THE FOLLOWING:
(1) AIR OPERATIONS
(2) AUXILIARY ELECTED OFFICERS AS REQUIRED BY APPENDIX D
(3) AUXILIARY STAFF OFFICERS AS DETERMINED BY ACTIVE DUTY
OPERATIONAL COMMANDER, DIRECTOR OF AUXILIARY, OR CHIEF DIRECTOR OF
AUXILIARY AND,
(4) AS DIRECTED BY A COAST GUARD COMMAND AUTHORITY FOR ANY
AUXILIARIST WHO, DUE TO THE NATURE OF THE SUPPORT THEY PROVIDE, HAS
A CLEAR, ARTICULABLE, AND RECURRING NEED FOR A SECURITY CLEARANCE
(EG - AN AUXILIARY COMMS WATCHSTANDER WHOSE DUTIES REQUIRE ACCESS
TO AND HANDLING OF CLASSIFIED MATERIAL ALONG WITH COMMENSURATE
NEED-TO-KNOW).
B. MONTHLY REGIONAL PSI SUBMISSION QUOTAS ESTABLISHED IN REF A NO
LONGER APPLY. DIRECTORS OF AUXILIARY (DIRAUX) REMAIN RESPONSIBLE
FOR OVERALL REGIONAL PSI PACKAGE ADMINISTRATION INCLUDING
SUBMISSION TO SECCEN AND SUBSEQUENT MONITORING TO FINAL
DETERMINATION.
C. AUXILIARISTS WHO RECEIVE OR HAVE RECEIVED A FAVORABLE DO PSI
DETERMINATION SHALL RETAIN SUCH IN AUXDATA. UPON REACHING THE 10-
YEAR NACLC UPDATE, THEY SHALL REVERT TO OS LEVEL IAW THE NEW
PROVISIONS OF PARA 4A ABOVE AND PARA 3C4B OF REF D. THOSE AUXILIARY
MEMBERS THAT WILL REMAIN DO WILL REQUIRE A PERIODIC REINVESTIGATION
AT THE 10-YEAR MARK.
D. AUXILIARISTS WHO RECEIVE OR HAVE RECEIVED AN UNFAVORABLE DO PSI
DETERMINATION BUT FAVORABLE OS PSI DETERMINATION MAY PARTICIPATE IN
AUXILIARY PROGRAMS IAW PARA 3C4B OF REF D.
E. DIRAUX SHALL WORK CLOSELY WITH SECCEN TO IDENTIFY PSI PACKAGES
ALREADY SUBMITTED TO SECCEN THAT NO LONGER REQUIRE PROCESSING AS DO
PSI. DIRAUX SHALL EFFECT ALL APPROPRIATE CHANGES IN AUXDATA AND
ENSURE SECCEN AWARENESS OF SUCH.
5. EMPHASIS REMAINS ON THE FOLLOWING PROVISIONS OF REF B:
A. PARA 4A REGARDING ELECTED OFFICERS
B. PARA 4B2 REGARDING TIMELY PSI PACKAGE SUBMISSIONS
C. PARA 4B3 REGARDING ONE MONTH ADMINISTRATIVE LEAD TIME AT THE
END OF 2006
D. PARA 4B4 REGARDING COOPERATION BY ALL THOSE INVOLVED IN THE PSI
PROCESS AND,
E. PARA 4C REGARDING ENROLLEE/APPROVAL-PENDING STATUS.
6. THESE CHANGES WILL BE REFLECTED IN A FUTURE CHANGE TO REF D.
